Depositi museali

Il 15 marzo 2019 si è tenuta a Matera, a Palazzo Lanfranchi, un’importante giornata di studi dedicata ai depositi museali, organizzata da ICOM Italia in collaborazione con il Polo museale regionale della Basilicata Ministero per i Beni e le Attività Culturali (Programma Matera 2019). Il programma, articolato in tre sezioni, ha affrontato nella parte introduttiva il ruolo dei depositi nella museologia contemporanea con alcune esperienze europee ed internazionali, nella seconda le esperienze italiane, per proseguire nella terza con la presentazione di esempi di attività dedicati alla conservazione e alla valorizzazione dei depositi museali.

Alla luce di quanto emerso dalla Giornata di Studi il Comitato Italiano di ICOM ha predisposto la Raccomandazione I depositi del patrimonio culturale una risorsa per le istituzioni votata dall’Assemblea annuale di ICOM Italia del 16 marzo 2019 da sottoporre alla condivisione dei Comitati Nazionali ed Internazionali di ICOM per essere presentata alla Conferenza Generale di Kyoto del settembre 2019.

La raccomandazione è stata presentata dal Comitato Nazionale francese di ICOM il 18 aprile 2019 nell’ambito di una Conferenza sul tema dei depositi museali. Il Comitato Nazionale francese non stato l’unico a mostrare interesse sul tema. Il testo della raccomandazione è stato infatti condiviso con diversi Comitati Nazionali ed Internazionali di ICOM, che hanno dato il loro contributo e hanno confermato il loro sostegno alla presentazione della raccomandazione nell’ambito della 25a Conferenza Generale ICOM (Kyoto, 1-7 settembre 2019).

Il 18 luglio 2019 il Comitato Nazionale italiano ha inviato la proposta di raccomandazione al Resolutions Committee di ICOM, che procederà a valutare tutte le proposte di raccomandazione ricevute e ne selezionerà alcune affinché vengano votate durante la General Assembly del 7 settembre 2019.

TESTO DELLA PROPOSTA A LIVELLO INTERNAZIONALE

DEPOSITS OF MUSEUMS FOR THE CULTURAL HERITAGE

Given that:

UNESCO and ICCROM world surveys found out that over 80% of museum objects are stored in warehouses, 60% of which are inadequate in terms of conservation and safety and hardly accessible to the public

IT IS RECOMMENDED THAT

• responsible administrations provide museums with resources and spaces suitable for the conservation of unexposed works, adopting minimum standards for protection, safety and accessibility;
• professionals consider deposits as “museum archives”, essential for knowledge, documentation and research on collections, online too;
• responsible administrations create deposits shared by museums, archives, and libraries, available for all the movable cultural heritage of the area of ​​competence, to be used also in cases of emergency, natural disasters, war events or temporary unavailability of buildings;
• professionals rethink the management of cultural heritage, and in particular the policies, practices and exhibiting criteria, considering the deposits as a whole (including preventive conservation – in deposits and exhibition -, excavation deposits and emergency deposits) and as a fundamental aspect of the assets capitalization;
• the ICOM National Committees initiate the recognition of the status of the deposits in the respective countries and promote the comparison on the standards and the dissemination of this recommendation in museums, museum professionals and responsible administrations;
• ICOM International Committees deepen the museological and preservation opportunities derived from the enhancement of deposits and contribute to the search for new solutions for their organization and management;
• ICOM entrust a Standing Committee with the analysis of the situation of the deposits in museums around the world and the coordination of the activities of the National and International Committees;
• ICOM assume in its Strategic Plan the role of deposits in museums of the 21st century.

La proposta di ICOM Italia è stata selezionata da ICOM per essere discussa e votata nell’ambito dell’Assemblea Generale che si è tenuta lo scorso 7 settembre a Kyoto. La raccomandazione è stata approvata dalla grande maggioranza dei Soci presenti.

“Measures to safeguard and enhance collections in storage throughout the world”, as proposed by ICOM Resolutions Committee.

The ICOM International Committees for Conservation (ICOM-CC), for Architecture and Museum Techniques (ICAMT), for Collecting, (COMCOL) Museum Security (ICMS) and ICOM Italy urge

• ICOM, its National Committees, International Committees, Regional Alliances, Affiliated Organisations and Secretariat;
• relevant intergovernmental bodies;
• international and national museum professional associations;
• national institutions responsible for museums;
• national and international conservation institutions;
• museum directors;
• and all heritage professionals to:

• take all measures to reduce risks for collections in storage throughout the world. This includes allocating funds and making use of all available tools and methodologies at their disposal, ensuring museums’ mission for research, education, and enjoyment by present and future generations.
• recognise the importance of culture in its various forms in time and space, and the need to adopt appropriate methods to preserve natural and cultural testimonies, in their diversity, in national and international development policies, in the interest of communities, peoples and countries;
• reaffirm that different kinds of institutions of memory have a fundamental value as custodians of heritage, and that their role involves preserving the material characteristics and documentation of their collections for further study, exhibition, and access;
• consider the fundamental mission of museums, libraries, archives and other institutions of memory to preserve, produce knowledge and give access to material culture, thereby contributing to the wide diffusion of culture and the education of humanity for justice, freedom and peace;
• further affirm that the preservation of collections contributes to the enhancement of human rights, as set out in the Universal Declaration of Human Rights, and in the International Covenant on Economic, Social and Cultural Rights; and
• commit to strengthen the role of Conservation Science and Heritage Science in the production of specialized knowledge for the preservation and conservation of collections in favour of the protection of cultural and natural heritage, considering their role and related social responsibilities;
• rethink the management of cultural heritage, and in particular the policies, practices and exhibiting criteria of collections stored in deposits.

In addition,ICOM entrusts a Standing Committee with the analysis of the situation of the deposits in museums around the world, conducted with the cooperation of National and International Committees.
